Do You Need a Permit to Clear or Grade Land in Pend Oreille County?
Sometimes. Pend Oreille County Community Development's land use page says clearing and grading of more than one acre requires a Clearing and Grading Permit application, and there is no fee for it. Below that line it depends on the acreage, the slope, and whether water is nearby, because shoreline and critical area rules can apply on their own. The Community Development office in Newport is the place to ask, and we will tell you on the site walk which rules apply.

On the Washington side of the line, Northeast Tri County Health District issues the septic permit for Pend Oreille County. Across the line in Bonner County, it is Panhandle Health District. A designer evaluates the site and submits the system design, the health district approves it and issues the permit, and we dig to that approved drawing. We need the permit and the design in hand before the bucket goes in.

How to Fix Yard Drainage Problems in Newport, WA and North Idaho
Most yard drainage problems come down to grade and soil. Water is landing somewhere it cannot leave, either because the ground slopes toward the house or because hardpan and compacted fill will not let it soak in. The fix is to give it a path out: regrade the surface, cut a swale, lay a French drain, or replace a culvert that is too small for the ditch feeding it.
